The 'a' sound is not fixed sometimes it can be 'a' [e] as in clan or sometimes it can be 'a' [ə] as in banana. It is just like French. Words are not pronounced the way they are written (even their script is like that). Since the word Shan is particularly Burmese we have to pronounce like the Burmese people which is sʰen (it is not shaaan like that bollywood singer's name) !
